    confirmation concerning marks under the 'c' in a name

    My maternal grandfather was tenacious concerning the correct spelling of the family surname. Insistant that the double lines beneath the 'c' be vertical. While in college, I encountered someone from Ireland who said that it had to do with what county that the family was from. My question is, is this so and if it is, what county would use the double vertical lines beneath the 'c', as in say Mc Daniel. (Unfortunately, I can not figure out the way to make the lines on the computer. But they'd have been directly below the 'c' and they'd have stood straight.)
